Skill building and training of the employees on a continuous
basis is very important for an organisation. Training is the process of
increasing the knowledge, skills , aptitude and abilities of an employee
for doing the specific job in an efficient manner. It implies imparting
technical knowledge, manipulative skills, problem solving ability and
positive attitude into the employee. The resources used up in human resource
training is an investment in human assets and the skills acquired in the
process is an advantage for both the enterprise and the employees.
Technological changes, emergence of global markets for
products and services, international competition, new business strategies,
new management practices and new forms of business organization are among
the significant developments which have made employee training necessary
for sustaining the competitiveness of an organisation. It improve the
productivity of the organization, motivate the workers, upgrade their
skills, promote job security and social equity and enhance their employability
in the rapidly changing internal and external labour markets.
The Directorate
General of Employment & Training (DGE&T) in Ministry
of Labour is the apex organisation for development and coordination
at National level for the programmes relating to vocational training and
employment services. Employment service is operated through a countrywide
network of employment exchanges. The major functions of DGE&T are:-
- To frame overall policies, norms, and standards for vocational
training.
- To diversify, update and expand training facilities in
terms of craftsmen and crafts instructors' training.
- To organise and conduct specialised training and research
at the specially established training Institutes.
- To implement, regulate and increase the scope of training
of apprentices under the Apprentices Act, 1961.
- To organise vocational training programmes for women.
- To provide vocational guidance and employment counselling.
- To assist scheduled castes/ scheduled tribes and persons
with disabilities by enhancing their capabilities for wage employment
and self employment.
- To conduct regular training programmes for employment
officers and develop staff training material for use by the employment
service personnel.
- To collect and disseminate information concerning employment
and unemployment and prescribe uniform reporting procedures.
The Directorate General is headed by the Director General
of Employment & Training / Joint Secretary to the Government of India.
Its organizational set-up consists of three principal wings namely:-
- Directorate
of Employment:- is the apex organisation at the national level responsible
for:- (i) assessment and monitoring of employment, unemployment and
labour force in the country; (ii) development and co-ordination of programme
relating to the employment services operated through the network of
employment exchanges; (iii) vocational rehabilitation of persons with
disabilities; (iv) coaching-cum-guidance to SC and ST job seekers.
- Directorate
of Training :- is involved in development of training programme
at the national level, particularly in the area concerning common policies,
common standards and procedures.
